"Terror at the Academy"
A sniper who has been shooting at police cars is planning to attack the police academy.
Hooker and Romano are called to the scene of a sniper attack on a police car. As Hooker and Romano drag the injured officers from their burning car, the sniper shoots at them. That afternoon Romano assists Hooker in his recruit training classes and they observe Jeff Turner, one of the recruits with an expert shot. However, Hooker has a real gut-level dislike for Turner claiming he's not a team player and has no qualities of partnership. That night Turner breaks into the Unusual Occurance Planning wing of the precinct and photographs the precinct defense plans. Turner then proceeds to wire a large area beneath the precinct with powerful explosives. He then reveals to his girlfriend that he's hated all cops since he was beaten by two of them when he was a young boy and intends to retaliate in a very deadly way. The next day, Hooker double checks Turner's military records learning that Turner is living on a dead man's identity, and that he happens to be an Army explosives expert and a sniper. Hooker and Romano rush back to the precinct in time to see a supply room blow up. Meanwhile, Turner calls Sheridan with his demands. He wants $2,000,000 delivered in two hours or the whole precinct will be blown up. Hooker convinces Sheridan to let him and Romano go after Turner their way. After a harrowing track-down, Hooker captures Turner and saves the precinct.
